Mega-money hedge funds would be required to register with the SEC. A Financial Services Oversight Council would target and regulate banks and financial firms too big to fail. A National Bank Supervisor would scrutinize problem banks. But these are not ordinary times. The American people are not just saying no. They are saying ‘hell no’ to more government agencies, more bureaucrats and more legislation crafted by special interests.”&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; "&gt;&lt;strong&gt;&lt;span style="font-size: medium;"&gt;Franklin Roosevelt launched an aggressive campaign to regulate large banks and financial institutions after the collapse of Wall Street in the 1930s. Even after our entire financial system was &lt;A href="http://www.telegraph.co.uk/finance/financetopics/financialcrisis/3181004/IMF-warns-of-world-financial-system-meltdown---Financial-crisis.html" target=_blank&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;nearly scuttled last year&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt; through the incompetence and greed of so many “brilliant” executives, they continue to peddle the myth that they are better qualified to run the country than anyone else.&lt;/P&gt;
&lt;P&gt;Their attitude stems from the worn out “&lt;A href="http://www.rasmussenreports.com/public_content/politics/general_politics/february_2009/59_still_believe_government_is_the_problem" target=_blank&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;government/bad, private sector/good&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt;” argument. By this logic, we are supposed to believe that a billionaire CEO will run California better than a career civil servant or another qualified candidate.&lt;/P&gt;
&lt;P&gt;Ronald Reagan crystallized the argument in his inaugural address, attacking government as America’s biggest problem. But Nobel Prize-winning economist Paul Krugman recently turned that mantra on its head, &lt;A href="http://www.nytimes.com/2009/08/24/opinion/24krugman.html"&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;gently reminding us&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt; that during last year’s financial meltdown, business was the problem and government was the solution.&lt;/P&gt;
&lt;P&gt;In the halls of power, business lobbyists love to contrast the &lt;A href="http://www.accessmylibrary.com/coms2/summary_0286-21014606_ITM"&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;mythological competence&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt; of corporate executives to the &lt;A href="http://www.foxnews.com/politics/2009/08/01/running-clunkers-program-highlights-government-incompetence-critics-say/"&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;abject ignorance&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt; of elected politicians. They tout the private sector’s efficiency over the public sector’s profligate wastefulness. But the credibility of these clichés has been sorely eroded by the near-death experience of our free enterprise system. &lt;SPAN id=more-395&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;Has Whitman unwittingly issued a promise that Sacramento will become even more dysfunctional than during the darkest days of the most recent &lt;A href="http://www.time.com/time/nation/article/0,8599,1908389,00.html?iid=tsmodule"&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;budget meltdown&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt;?&lt;/P&gt;
&lt;P&gt;Will her brochure claim the Lehman Brothers bankruptcy as a benchmark for the financial acumen she intends to bring to Sacramento?&lt;BR&gt;Will her primetime TV spots call upon voters to remember the imminent collapse of the world’s biggest insurance company – AIG – before the federal government stepped in to rescue it?&lt;/P&gt;
&lt;P&gt;Does the billionaire former CEO intend to send mailings reminding voters about corporate America’s multi-million dollar &lt;A href="http://online.wsj.com/article/SB124769957595848243.html" target=_blank&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;pay packages&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt;, which became universal symbols of greed and selfishness?&lt;/P&gt;
&lt;P&gt;Or will Whitman’s speeches explain that last year’s trillion-dollar government bailout of big business is simply a model for what the private sector can do to breathe new life into a nearly bankrupt state government?&lt;/P&gt;
&lt;P&gt;Come on Meg! Get real.&lt;/P&gt;
&lt;P&gt;The widespread corruption and financial malfeasance that brought about last year’s crisis has sullied the collective reputation of corporate America. The “private sector knows best” adage simply no longer holds true.&lt;/P&gt;
&lt;P&gt;But there is a more egregious fallacy at work in Whitman’s candidacy, the idea that corporate management and political leadership are the same thing.&lt;/P&gt;
&lt;P&gt;Great leaders don’t wear &lt;A href="http://en.wikipedia.org/wiki/Green_eyeshade" target=_blank&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;green eye shades&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt;; they hire the people who do. And while watching the bottom line is an important skill, negotiating with the multiple factions in the public sector is far different than sending an executive edict to a corporate division head.&lt;/P&gt;
&lt;P&gt;Corporations and the military have command structures and a strict hierarchy of authority. Democracy does not. Change depends on a leader’s ability to &lt;A href="http://www.barackobama.com"&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;inspire&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt;, &lt;A href="http://www.lbjlib.utexas.edu/" target=_blank&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;cajole&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt; and &lt;A href="http://en.wikipedia.org/wiki/Tom_DeLay" target=_blank&gt;&lt;STRONG&gt;&lt;FONT color=#0482d1&gt;intimidate&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/A&gt; in an arena where almost no one is dependent on the leader for their livelihood and where a leader has no direct authority over an interest group or even a citizen.&lt;/P&gt;
&lt;P&gt;In a democracy, the leader works for the people. In a corporation, the people work for the leader.&lt;/P&gt;
&lt;P&gt;These are the attributes of successful political leadership:&lt;/P&gt;
&lt;P&gt;First, leaders must have the charisma to marshal public opinion around an agenda. Second, they must be willing to confront the opposition without condemning their motives. Third, they must tirelessly court allies. Fourth, they must have insight into the motivations and constraints of opposition factions and their leaders. Fifth, they must be willing to fashion reasonable compromises in order to bring about incremental reform of a complex system.&lt;/P&gt;
&lt;P&gt;Finally, a leader must be an active participant in the democracy. That means voting. &lt;P&gt;On Sept. 15, 2008, Lehman Bros. declared bankruptcy and the world economy plunged into a catastrophic crisis. The Great Panic of 2008 felled American banking titans and wiped out $14 trillion worth of Americans' wealth - all in a matter of weeks. It was the worst financial moment since the Great Depression. &lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;One year later, what's changed? What's been the evolution on Wall Street and Main Street that could prevent another disaster?&lt;/STRONG&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;The sad answer is very little&lt;/STRONG&gt;. The economic carnage from last year's collapse is far from over, especially for those of us on Main Street - a Federal Reserve official has estimated that the real unemployment rate is about 16 percent, and as of March, U.S. retirement accounts had lost about 40 percent of their value. &lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;But the financial industry has been remarkably successful in its battle against increased regulation, and the phenomenon of banks being "too big to fail" has gotten worse&lt;/STRONG&gt;, &lt;STRONG&gt;not better&lt;/STRONG&gt;. If another financial panic were to hit right now, this country would be no better situated to cope than it was in September 2008. &lt;/P&gt;
&lt;P&gt;Let's start with our overwhelming failure to pass sensible regulations over the course of the past year. Even before the crisis, former Treasury Secretary Henry Paulson admitted that the government didn't have the tools to prevent the disorderly collapse of an enormous financial institution.&lt;/P&gt;
&lt;P&gt;Experts of all stripes admit that the financial wizardry of the last two decades has outpaced central bankers' ability to rein in excesses. Treasury Secretary Timothy Geithner suggested a possible legislative remedy back in March - allow the government to take over a failing firm before it kills others, and add a consumer-protection agency so that small and institutional investors can have some idea about what they're buying. So why didn't Congress, after making lots of noise, pass anything?&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;Part of the reason is because any new financial regulation will be complex&lt;/STRONG&gt;, and it's a lot less sexy than overhauling the health care system. Congress doesn't know what to make of the infighting among federal regulators, either. &lt;STRONG&gt;These regulators, who failed so badly last year, have bridled at any attempt to hand over their power to new officials or agencies that might actually do their jobs. &lt;/STRONG&gt;&lt;/P&gt;
&lt;P&gt;And surely part of the reason is that the financial industry is dedicated to maintaining a gently regulated environment. &lt;STRONG&gt;Since November 2008, representatives of the industry have donated $6 million to members of Congress.&lt;/STRONG&gt;&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;That's great news for them and bad news for us,&lt;/STRONG&gt; because the "too big to fail" banks are only getting bigger. Thanks to acquisitions during the crisis, the banks that survived are larger and hungrier than ever. &lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;Three banks alone - Wells Fargo &amp;amp; Co., JPMorgan Chase and Bank of America - each control more than 10 percent of the nation's deposits. (Ten percent used to be the regulatory cap, back when the federal government still remembered the impact of the Great Depression.) And the troubled Citigroup is so huge that federal regulators can't figure out how to shift it out of the Troubled Asset Relief Program. "Too big to fail and not strong enough to succeed is obviously no exit strategy at all," Elizabeth Warren, chairwoman of the congressional oversight panel for TARP, said in an interview last week. You don't say.&lt;/STRONG&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=3&gt;&lt;STRONG&gt;These bigger banks have returned to their old ways with a vengeance - paying outsized compensation packages to their employees and pushing exotic financial products that were widely blamed for the crisis, like credit swaps and collateralized debt obligations. &lt;/STRONG&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=3&gt;The newest and most exciting securitized products on Wall Street are life insurance policies that bankers hope to convince ill and elderly people to sell to them for cash. They'll package the policies into bonds and sell them to investors - who get paid more the earlier that people die.&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=3&gt;If all of this sounds odious, that's because it is. We depended on our government to protect us from the kind of crisis that brought the world's economy to the cliff last year. It failed. &lt;P&gt;As I watched the funeral mass of Senator Edward Kennedy on television, a strange but not entirely unrelated thought crossed my mind:&lt;/P&gt;
&lt;P&gt;Is it possible that Barack Obama will be a one term president?&lt;/P&gt;
&lt;P&gt;It was little more than a year ago that Kennedy issued a ringing endorsement of Obama’s improbable presidential campaign. Kennedy was struck by Obama’s ability to motivate young Americans and he believed that the young senator offered a chance to heal the political divisions that had been tearing the country apart.&lt;/P&gt;
&lt;P&gt;Today, the Liberal Lion has been laid to rest and Obama now finds himself in exactly the kind of divisive political dogfights that defined Kennedy’s accomplished career.&lt;/P&gt;
&lt;P&gt;The point seems clear: A message of unity and inspiration may have been good for a landslide victory in November and a few months of 70-percent approval ratings, but it probably won’t be strong enough to pass health care, energy and education reform.&lt;/P&gt;
&lt;P&gt;At least that’s what the numbers are saying. Obama’s job approval rating now hovers at 50 percent and prognosticators are predicting double-digit Republican gains in next year’s midterm congressional elections.&lt;/P&gt;
&lt;P&gt;To be fair, &lt;STRONG&gt;Obama has been victimized by an unfortunate chain of events. &lt;SPAN id=more-392&gt;&lt;/SPAN&gt;&lt;/STRONG&gt;&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;First&lt;/STRONG&gt;, he was forced to write a multi-trillion-dollar check to bail out banks, auto companies and insurance behemoths, and to save the economy from imminent collapse. Obama had to spend his hard won political capital to save America from the sins of George W. Bush, Ronald Reagan and a generation of anti-government ideologues whose hands-off policies nearly precipitated another Great Depression.&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;Second,&lt;/STRONG&gt; this ungodly expenditure of taxpayer money to save special interests from their self-inflicted wounds has angered Middle America and eroded Obama’s support among blue state independents.&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;Third,&lt;/STRONG&gt; the huge deficits created to finance the bailouts have revived the credibility of conservative attacks on the profligacy of “Big Government,” as specious as they may be.&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;Fourth,&lt;/STRONG&gt; Obama is facing a divisive national debate over health care reform. His lack of firm leadership and his wavering on a government-run insurance program has offended his liberal base and confounded the young idealists who invested their hopes and dreams in Obama during the campaign. More damaging, Obama’s lack of leadership has left a vacuum in the debate that has been exploited by right-wing demagogues intent on destroying the president’s agenda.&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;Finally,&lt;/STRONG&gt; the war in Afghanistan threatens to ensnare Obama in the same contradictions that plagued George W. Bush: How do you measure success in Afghanistan? What is our exit strategy?&lt;/P&gt;
&lt;P&gt;&lt;STRONG&gt;To confront these problems, Obama needs to discard vague appeals to hope, peace, post- partisanship and transformational change. He needs to take real positions and defend them.&lt;/STRONG&gt;&lt;/P&gt;
&lt;P&gt;Kennedy’s legacy offers Obama a valuable lesson in this regard. Born the year before Franklin Delano Roosevelt took office, Kennedy ended up becoming the most eloquent contemporary voice for New Deal liberalism. He was an uncompromising advocate for using government’s power to help people. During the 1970s, 1980s and 1990s he was the caricature Republicans conjured to paint a poisonous picture of government pandering to the poor and minorities at the expense of the white working class, middle class taxpayers and small businesses.&lt;/P&gt;
&lt;P&gt;And yet he never altered his message or lowered his voice.&lt;/P&gt;
&lt;P&gt;It would be too easy to say that Obama can triumph by emulating Kennedy’s fearless liberalism. He governs in a cautious era where voters are skeptical of both government and business. Progress is promised by technology, medicine and education – not government handouts. Money is tight. Jobs are scarce. The economic growth of nations like China challenges our own.&lt;/P&gt;
&lt;P&gt;Still, President Obama must take real stands. Failure to do so and deliver on his promises could have grave implications for 2012. Does he have what it takes? Oh course not.&amp;nbsp; But neither is it the corrupt and incompetent caricature portrayed in ads resisting oversight and regulations by utilities, banks, developers, insurance companies, and yes - Republicans.&lt;BR&gt;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The demonization seems increasingly hypocritical afater these same corporate titans and their political allies have squandered so much of our national treasure.&lt;BR&gt;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Who would you trust to manage America's health care?&amp;nbsp; Insurance companies like AIG or the people's government?&lt;BR&gt;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The real question is: do you think access to health care is a right or a privilege?&amp;nbsp; Who could say to any person who was sick that health care is not a human right?&amp;nbsp; Only an Insurance Company (or a Republican).&lt;/P&gt;
